Modesty?

It seems a lot of the blogs I have been reading deal with the issue of modesty.  The trend I notice is the bloggers are really zeroing in on clothing.
To be exact short shorts, tank tops, and two piece swim suits.  I find that I agree mostly with what they are saying, but...
I think that modest is a little deeper than that.
Yesterday, I took my kids to the pool.  At the pool you can see a lot of skin on all ages of people.
I was contemplating the very issue of modesty when I watched two girls no more than 15 walk out with string bikinis on.  These girls were cute, curvy and had long flowing hair.  As I watched them they began to flirt ravenously with some boys who sucked it up like candy. 
Modest?  No.
On the other hand, I watched two other girls about the same age, with sport bikinis on.  These two were swimming, going off the diving board, helping with younger children, and visiting with some older adults.
They did not offend anyone that I know of.  In fact, unless you were actually watching them on purpose, they weren't really drawing much attention at all.  They were there to swim and to be kids.
The other two girls in the strings were a different story, however.  As I watched one "accidentally" loosen the tie to her top and ask one of the unsuspecting boys to retie it, I felt disgusted and angry. 
I guess what I am saying is I believe modesty is a matter of the heart.  What is in your heart will bubble out.  Two people can wear the same outfit and depending  on what's going on inside those people; two totally different outfits may emerge.
Do I wear the clothes of peace, love, kindness, self-control?
Or are my clothes a little darker?
